She holds both a Juris Doctor and a Doctor of Education in Leadership and Policy and has led transformations involving portfolios exceeding $6 million and national initiatives spanning more than 30 locations. Tiffany helps clients align leadership, people, processes, governance, and performance measures to strengthen organizational effectiveness and sustain high-impact change.

He holds a Master of Social Work from Washington University in St. Louis and has supported federally funded justice training and technical assistance initiatives nationwide. Luther helps clients identify workforce and service gaps, strengthen reentry systems, and build practical career pathways that improve outcomes for individuals and organizations.
Ogbonna Hopkins
Workforce Analytics & Learning Strategist
Ogbonna Hopkins serves as Mosaic Learning Collective's Workforce Analytics & Learning Strategist, combining statistical analysis, industrial engineering, workforce-program design, and adult education. He holds a master's degree in Industrial Engineering from Florida State University and created the Apricot data infrastructure supporting DC DOC's LEAD UP!/LEAD Out! workforce initiative. Ogbonna helps clients design data-informed workforce programs, strengthen performance tracking, and develop accessible training and career-readiness experiences.

Amada Bond serves as Mosaic Learning Collective's Justice Program Impact & Compliance Strategist, specializing in program development, policy analysis, evaluation, and accountability. She holds graduate degrees in Juvenile Law and Policy Analysis and Justice and Public Policy and has evaluated police operations and policies for compliance with federal consent-decree requirements. Amada helps clients design effective programs, pursue funding, evaluate performance, and establish policies and compliance systems that produce measurable community impact.
Gustavus Griffin
Risk, Integrity & Compliance Strategist
Gustavus Griffin serves as Mosaic Learning Collective's Risk, Integrity & Compliance Strategist, bringing extensive experience in investigations, law enforcement, financial crimes, and regulatory enforcement. He holds a Bachelor of Science in Mathematics from Paine College and has nearly two decades of investigative and public-safety experience, including service with the Fulton County District Attorney's Office and Georgia Department of Law. Gustavus helps clients identify organizational risks, strengthen investigative and compliance practices, and develop accountability systems that protect institutional integrity.
Duane Tobias

Duane Tobias serves as Mosaic Learning Collective's Workplace Equity & Compliance Strategist, specializing in EEO adjudication, regulatory analysis, workplace policy, and organizational equity. A Texas-licensed attorney with a Juris Doctor from the Thurgood Marshall School of Law, he has served as a federal EEO Final Agency Decision writer, diversity and inclusion leader, and criminal prosecutor. Duane helps clients interpret complex requirements, strengthen equitable workplace policies, and build fair, defensible compliance and accountability systems.

Lea Douglin serves as Mosaic Learning Collective's Learning Innovation & Enablement Strategist, specializing in scalable training systems, digital learning, technology adoption, and workforce readiness. She brings more than 20 years of training and enablement experience and previously managed onboarding, professional development, and customer success for a higher-education portfolio valued at approximately $1.6 million. Lea helps clients turn technology, policies, and operational requirements into engaging learning experiences that strengthen workforce capability and produce measurable results.
