Mosaic Learning Collective is an equity-centered consulting firm that helps government agencies, nonprofits, corporations, and higher education institutions solve the operational and leadership challenges that off-the-shelf solutions do not reach. Founded by Dr. Tiffany R. Simmons, the firm brings nearly 22 years of hands-on systems experience to every engagement — spanning workforce development, program design and evaluation, leadership coaching, training, and responsible AI integration. Mosaic does not just advise from the outside. We build the leadership pipelines, program infrastructure, and evaluation systems that produce measurable results — and we stay until they work.

Dr. Tiffany R. Simmons, Ed.D., J.D.

Founder and Principal, Systems Transformation and Strategic Advisory

Dr. Tiffany R. Simmons has spent nearly 22 years inside the systems most organizations hire consultants to study from the outside. She has served as Chief of Staff at a major metropolitan corrections agency, coordinated justice reinvestment work across 32 jurisdictions, led systems change strategy at a national social impact organization, and built workforce development and reentry programs in environments where off-the-shelf solutions do not reach.

That career — spanning government, nonprofit, corporate, and higher education leadership — is what Mosaic Learning Collective was built on. She founded the firm to help organizations stop cycling through surface-level fixes and start building leadership pipelines, program infrastructure, and evaluation systems that hold up under real conditions.

Dr. Simmons holds faculty appointments at American University and Howard University, where she teaches and advises on criminal justice policy, workforce innovation, and responsible AI integration. She is an ICF-certified coach, a licensed attorney, a Certified Government Contracts Administrator, and a Kirkpatrick evaluation methodology practitioner.
